You can get a GPS reciver which generates a pulse-per-second for under $100. If you install one, and your system's IP address is routable, i.e., it can act as a server on the Internet, you can join the pool of stratum 1 time servers on the net. (I've had trouble finding many accessable stratum 1 servers in the region. Can you help?)
